I realize that this is an old post, but I appreciate finding this article here.
It is very frustrating when the other parent frequently misses visitation, especially when they have more important things to do during their scheduled visitation. Yet somehow s/he has the time to excercise that visitation during a special occasion, which in turn causes the child to miss out on something special with the custodial family by whom s/he is cared for consistently.
